Barnstable

UPDATED OCTOBER 2026

BARNSTABLE

Offshore wind, a billion-dollar sewer plan, and downtown rezoning — what the Town Council actually voted for, from the Town’s own records.

Every figure below comes from Town of Barnstable records — Town Council minutes and agendas, signed agreements, the Town Manager’s own letters — or from state and federal agencies. OFFSHORE WIND: WHAT THE TOWN SIGNED

Barnstable agreed to bring offshore-wind export cables ashore at its public beaches in exchange for payments to the Town. Here is what the agreements and votes say.

$16 MILLION

Vineyard Wind host agreement total. In the same deal the Town agreed not to appeal and to withdraw its testimony before the state siting board (EFSB 17-05).

12–0

$16M vs $6M

DEBRIS

After the July 2024 Vineyard Wind blade failure, the Town Manager wrote the state that turbine debris reached Barnstable beaches and called the developer’s reporting system “hard-to-find.”

NO EMF RULES

Vineyard Wind’s 2019 state approval had no onshore electromagnetic-field conditions. The Town asked for monitoring at Covell’s Beach in Feb 2025 and got no response.

  • The federal offshore safety regulator (BSEE) ordered Vineyard Wind 1 to stop producing power after the July 2024 blade failure — BSEE order.
  • On Oct 24, 2024 the Council voted 7–5 to oppose a New England Wind 2 landing at Dowses Beach — minutes p. 4.

THE BILLION-DOLLAR SEWER PLAN

Barnstable’s Comprehensive Wastewater Management Plan is the largest spending commitment in Town history. The plan itself sets out who pays.

$1.062 BILLION

Plan cost over FY2020–FY2049, including $168 million in bond interest.

DOWNTOWN HYANNIS: REZONED, THEN QUESTIONED

Barnstable is not one of the state’s 177 “MBTA Communities” — Bourne is the only Cape town on that list — so these zoning changes were the Town’s own choices, not a state mandate.

7 DISTRICTS

Downtown Hyannis rezoned on Feb 2, 2023 (Item 2022-144), 10–0 with 3 recusals.

📄 Council minutes 2/2/2023, pp. 3, 9–10 ↗

“IMMEDIATE”

Two years later the Council’s own zoning review committee called for urgent fixes: more parking per unit, lower building heights, a stronger affordable-housing requirement.

973.64 ACRES

Hyannis tax-increment (DIF) district adopted Oct 24, 2024, 8–3 — new tax growth there is spent inside the district.

BY-RIGHT

Accessory dwelling units allowed town-wide by right, July 15, 2021 (Item 2021-174), 10–2.

NOT ON LIST

Barnstable does not appear among the 177 MBTA Communities subject to the state multifamily-zoning mandate.
